Fry dried chili flakes in oil with salt until fragrant. About 1 minute.

Add honey and hot sauce. Cook on low-medium heat for 5 minutes, stirring frequently. Set aside an keep warm until ready to use.

Butterfly the chicken breast and if necessary use a mallet to pound the chicken to an even thickness throughout. Season the chicken with salt, pepper, garlic powder, and chipotle powder. Drizzle with olive oil. Set aside for 30 minutes.

Remove the chicken from the oven and set the oven to a high broil, moving the oven rack to the highest position. Brush a thick layer of hot honey sauce on the chicken and return to the top rack of the oven to broil for 2-5 minutes, until the sauce starts to burn and bubble. Remove from the oven, flip the chicken and repeat the process 3 more times.
